On July 4, 2025, the Trump Administration passed H.R. 1 or the “One Big Beautiful Bill Act” that makes major changes to clean energy tax credits. That said, credits for completed projects are still available. Many projects still in construction and some future ITC/PTC wind, solar, geothermal, and storage projects (along with other tech-neutral projects) may still be available, with additional restrictions. L4GG’s tax experts are currently working with our partners to revise the Clean Energy Tax Navigator to reflect the recent bill changes.
If you have a project that has been completed and placed in service, feel free to use the existing Navigator. If you have a project that is still under construction or to be planned, please consult L4GG’s Guidance Brief. You can also email us directly at CleanEnergy@L4GG.org with questions while the Navigator is being updated.
The Navigator will be updated as soon as possible. Click here to receive an update directly from L4GG once the Navigator has been revised.

Note to users: The Navigator was designed as a project-specific decision tree that will help you learn about elective pay eligibility and requirements. It was not designed to answer every question and will be updated and improved over time.
The Clean Energy Tax Navigator is made possible with generous support from Invest in Our Future. Legal and technical resources powering the Navigator were produced in coordination with Lawyers for Good Government’s (L4GG’s) organizational partners, including the Lighthouse Cohort. Lawyers for Good Government and our partners are conducting a series of live trainings to help familiarize organizations with elective pay and how to use the Navigator. Sign up below to register for an upcoming session.
